The Latin legends translates on obverse as "Victoria by the Grace of God," and on the reverse "Queen of the Britain's, Defender of the Faith."
The T over T overstrike was no doubt punched into the die to help repair or hide a die crack that runs through the T underneath. The T on top of the T in GRATIA is almost halfway to the right over the old T. This is somewhat reminiscent of the T over tilting T in the Queen's name sub-variety that was Bentley 1007.
