Territorial gold issues were struck by various private individuals, assayers, bankers etc outside the United Sates Mint and were not receivable at face value for government payments. They circulated widely in commerce due to a shortage of regular coinage.

The U.S. Assay Office closed its doors on 14th December 1853 to make way for the newly established San Francisco Branch Mint. Due to the lack of refining acids however the Mint was unable to start immediate quantity production and during the interim, Kellogg & Co. was petitioned by businessmen to supply them with urgently needed coinage.
