Commodus was the younger twin and therefore in theory not destined to be emperor. Nevertheless, the image of both boys on a pulvinar, an empty throne awaiting an emperor, anticipates the joint rule of twin co-emperors. That joint reign was not to be because Antoninus died as a child, but Commodus did start his tenure as a co-emperor, with his father in AD 177, then ruled alone from AD 180.
